YAKIMA, Wash. — One recent afternoon in north Yakima, three young men met at a corner and exchanged street-style handshakes — two palms slid together followed by the tap of balled fists — and subtly glanced at Yakima police Officer E. Morfin as he passed in a patrol car.

None of the men was wearing gang colors and there didn’t seem to be any trouble.

Morfin, a member of the department’s gang unit, said gang crime in the area has steadily declined since 2010, with a sharper drop the past two years.
